01 — Why JaBaSu Exists

Three Broken Systems.
One Urgent Fix.

The Social Sector's Structural Failure

Odisha has thousands of passionate, skilled NGOs working tirelessly to address the state's most urgent challenges — tribal displacement, child malnutrition, gender inequality, rural poverty. Yet the system fails them repeatedly. NGO leaders who should be visiting communities spend evenings on compliance filings. Organisations that should be expanding reach spend weeks chasing funders.

"A great NGO that spends 50% of its bandwidth on administration is, effectively, half an NGO."

At the same time, corporate CSR mandates sit underutilised. Government welfare schemes fail at the last mile. JaBaSu Trust was created to close this three-way gap — permanently.

The Cost of Fragmentation

India mandates CSR spending under Section 135 of the Companies Act, 2013. Dozens of qualifying companies operate in Odisha across mining, steel, power, banking, and FMCG — yet the state consistently receives far less CSR investment than its development needs justify.

Of Odisha's thousands of registered NGOs, fewer than 5% have a professional web presence. Most lack the compliance infrastructure to receive CSR funds. Many do exceptional work — in complete invisibility.

JaBaSu's answer: be the operational backbone NGOs need, the trusted gateway corporates require, and the capable civil society partner government has been searching for.

The NGO Problem
The Bandwidth Trap
40–60% of NGO leadership time on compliance, reporting, and accounts — stolen from programme work
Digital Exclusion
Under 5% of Odisha NGOs have a professional website — invisible to corporate CSR teams and donors
Compliance Paralysis
12A, 80G, FCRA, CSR-1, DARPAN, GFR norms — each with deadlines and consequences
Financial Fragility
Single-funder dependence creates existential risk. One grant termination = closure threat
The Corporate Problem
Information Asymmetry
No reliable way to identify credible, high-impact NGOs in Odisha's districts
Due Diligence Cost
Vetting NGOs for legal, financial, programmatic quality requires resources most CSR teams lack
Regulatory Complexity
CSR rules, MCA notifications, Schedule VII, Form CSR-2 — evolving and consequential
Odisha Blind Spot
Despite urgent need, Odisha remains chronically underrepresented in corporate CSR maps
The Government Problem
Last-Mile Gap
Welfare schemes fail to reach beneficiaries due to implementation capacity gaps
No Civil Society Map
Districts lack knowledge of which NGOs can reliably implement which programmes
Data Poverty
Scheme effectiveness data is poor, delayed, and unreliable — blocking evidence-based planning
Untapped Private Capital
No structured mechanism to layer CSR funds over scheme budgets for amplified outcomes
💡
JaBaSu Trust exists to close this three-way gap permanently — by becoming the operational backbone NGOs need, the trusted CSR gateway corporates require, and the capable civil society partner government has been searching for.
